I played this game back in 04-06 when NS4 first came out. Is this server still actually up? Was it moved to the new engine on Steam? Back when I played it was on a disc

I'm looking for some nostalgia gaming and if this game is still live it would be a treat!

Yes, and yes. If you get the enhanced edition from steam, gog, or direct from beamdog, you can play ns4.
